Job Overview
The Project Manager is responsible for the planning, organizing, directing, and implementing committed interventions of one or more projects to ensure they are completed on time, on budget, and within scope. The performance of the Project Manager will be evaluated on the ability to deliver the project(s) according to the workplan, budget, and proposals, without underspend and without extensions.
The PM needs strong leadership qualities, excellent communication skills, and interaction with sectors, functions, partners, and clients in program delivery. The management needs to be guided by the Project Cycle Management (PCM) approach, where each stage of the project (such as startup and kick-off activities) is well planned and accomplished in the first quarters of the project life.
Major Responsibilities
Specific responsibilities include, but are not limited to:
1. Develop Implementation Plan / Review Plans
- Lead the development of detailed implementation plans and revision of plans in the proposal for correctness and clarity.
- Ensure workable plans (staffing plan, activity descriptions, DIP, work schedule, monitoring, procurement, and community engagement) are available for implementing staff.
- Review plans and take corrective actions on time to avoid repeated modifications and activity interruptions.
2. Implementation
- Carefully manage different phases of the project(s) against time.
- Ensure quick project start-up to set expectations for team members.
- Monitor progress, detect delays, and ensure mitigation measures are taken on time.
- Engage with program team, field coordinators, finance, and SC at all stages for participatory decisions.
3. Budget Management
- Ensure budget plan correctness and rationality, making necessary amendments ahead of time.
- Monitor spending status regularly using BvA and other financial monitoring systems to avoid low or overspending.
- Work closely with the finance team and TCs to prevent unnecessary delays.
4. Coordination and Integration
- Ensure coordination activities within IRC and with other stakeholders are followed.
- Represent IRC on different platforms and networks.
- Seek ways to ensure integration and synergy among sectors for project success.
5. Familiarization
- Orient partners, government sectors, clients, and IRC staff on project framework, interventions, approaches, and expected results.
- Create a common understanding of project details and clear roles/responsibilities.
6. Project Implementation Meetings
- Prepare, coordinate, and facilitate meetings (POM, PIM, PCM) in collaboration with GU and MEAL.
- Identify participants, schedule meetings, develop agendas, review action plans, and ensure follow-up.
7. Report Production
- Adhere to donor and IRC reporting templates and timelines.
- Collect relevant data, analyze, and produce high-quality reports on time.
8. Quality Assurance
- Ensure humanitarian standards, protocols, and IRC program quality standards are incorporated.
9. Compliance and Risk Management
- Ensure adherence to government policies, IRC, and donor requirements.
- Identify, analyze, and respond to potential risks impacting project timeline and deliverables.
10. Safeguarding Responsibilities
- Promote team engagement, inclusion, and cohesion.
- Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and IRC values.
11. Travel Requirements
- Duty station: Addis Ababa with 60% travel to field sites.
Minimum Qualifications
Educational Requirements
- MA/MSA or BA/BSC in project management, economics, engineering, development studies, public health, sociology, disaster risk management, rural development, or other relevant fields.
Preferred Experience & Skills
- 3 years relevant work experience in humanitarian field for MA/MSA holders, 4 years for BA/BSc holders.
- Experience in managing large, multi-sectoral grants and projects (procurement, activity/spending plans, indicator tracking, course-correction strategies).
- Strong organizational and time-management skills.
- Ability to work independently and in cross-functional distributed teams.
- Effective communication with team members at all levels.
- Adaptability to change in a proactive and positive manner.
- Ability to function effectively in a complex work environment and set appropriate priorities.
Language Skills
- Excellent verbal and written English communication skills.
