Transport and Logistics Assistant
Purpose of Job
The Africa Centers for Disease Control and Prevention (Africa CDC) is an autonomous technical institution of the African Union that supports Member States in planning, preparing, and responding effectively to public health threats and outbreaks. Guided by principles of credibility, ownership, transparency, and accountability, Africa CDC plays a pivotal role in strengthening Africa's healthcare manufacturing sector.
The African Union has set a goal to increase vaccine manufacturing on the continent to meet 60% of demand by 2040. The Partnerships for African Vaccine Manufacturing (PAVM), under Africa CDC, is tasked with executing this mandate through its Framework for Action (FFA). The Market Design and Demand Intelligence program is a key component of this strategy.
Following AU directives, Africa CDC is establishing a pooled procurement mechanism (PPM) and upgrading PAVM to the Platform for Harmonized African Health Manufacturing (PHAHM) to expand local production of vaccines, therapeutics, diagnostics, and other medical countermeasures.
Main Functions
Under the supervision of the Procurement Team Lead, the Transport and Logistics Assistant will ensure efficient procurement processes to achieve the best value for money in Africa CDC activities.
Specific Responsibilities
- Participate in planning, developing, and managing procurement and contractual processes.
- Provide technical advice on procurement matters.
- Prepare and distribute tender documents, bids, and Request for Quotations (RFQs).
- Assist in bid/proposal evaluation processes.
- Prepare purchase orders, memos, receiving reports, and other procurement documents.
- Review invoices for compliance with purchase orders and goods/services received.
- Conduct market research to track new suppliers, products, and pricing trends.
- Serve as Secretary for the Local Internal Procurement Committee when required.
- Reconcile supplier accounts and monitor accounts receivable/payable.
- Track orders to ensure timely delivery.
- Monitor invoice processing to ensure prompt supplier payments.
- Maintain proper procurement records and filing systems.
- Update the contract register regularly.
- Contribute to the development and implementation of Africa CDC’s Annual Procurement Plan.
- Ensure compliance with procurement policies, rules, and regulations.
- Perform other duties as assigned by the supervisor.
Academic Requirements and Relevant Experience
- Diploma in Procurement, Supply Management, Logistics, or related field with 3+ years of relevant work experience in Government, NGO, multilateral, or international institutions.
- Bachelor’s degree in Procurement, Supply Management, Logistics, or related field with 2+ years of relevant work experience.

Tenure of Appointment
- Fixed-term contract for 1 year, with a 3-month probationary period.
- Renewable based on performance, funding availability, and deliverables.

Remuneration
- Internationally recruited staff: $55,174.63 (GSA5 Step 5) inclusive of all allowances.
- Locally recruited staff: $22,656.97 inclusive of all allowances.
