Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the 2030 Agenda through its Strategic Framework, supporting the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind.
The Global Alliance Against Hunger and Poverty (GAAHP), initiated under the G20 Presidency of Brazil, aims to provide sustained, high-level political impetus to eradicate poverty, hunger, and malnutrition worldwide. The Alliance operates through a Policy Basket offering proven policy instruments to reduce hunger, food insecurity, malnutrition, and poverty, adaptable to national or subnational contexts.
The Global Alliance is implemented through a Support Mechanism hosted by FAO, consisting of:
- A Rome Office focusing on knowledge and finance pillars.
- Three Global South Offices in Brasilia, Addis Ababa, and Bangkok focusing on national and knowledge pillars.
- A Washington Office focusing on the finance pillar and contributions from International Financial Institutions (IFIs).
This position is part of the Rural Transformation and Gender Equality Division (ESP), hosted by the FAO Subregional Office for Eastern Africa in Addis Ababa, Ethiopia.
Reporting Lines
The Policy Officer (Regional Liaison) reports to the Director, Support Mechanism of the Global Alliance Against Hunger and Poverty.
Technical Focus
The role provides intellectual leadership, guidance, and operational support for results-based policy assistance and governance work of GAAHP in the region, focusing on regional and subregional policy issues.
Key Results
- Implementation of coherent, integrated, and effective policy assistance and governance work supporting Global Alliance members at regional, subregional, and country levels.
- Response to new policy assistance requests in accordance with FAO delivery mechanisms.
Key Functions
- Supports Alliance members in policy and governance work.
- Participates in multidisciplinary teams, policy analysis missions, and international policy-setting bodies.
- Collaborates with stakeholders to adopt and implement cross-sectoral policies for food and nutrition security and sustainable agriculture.
- Promotes best practices and policy dialogue for enhanced governance in food and nutrition security, sustainable agriculture, and food systems.
- Analyzes regional and country-level policy issues to identify priorities and requirements.
- Implements and monitors regional and subregional policy work programmes and budgets.
- Organizes capacity development activities and develops related materials, tools, and information kits.
- Performs other duties as required.
Specific Functions
- Builds networks with governmental and organizational counterparts to facilitate programme coordination.
- Monitors and identifies critical programme issues requiring GAAHP Support Mechanism involvement.
- Identifies opportunities for GAAHP to project organizational capacities into regional agendas.
- Builds awareness within GAAHP of regional perspectives and priorities.
- Promotes GAAHP positions in collaborative activities with external counterparts.
- Represents GAAHP in receiving visitors and responding to institutional inquiries.
- Supports resource mobilization for social protection, poverty eradication, agriculture, and food security.
- Performs other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Education: Advanced university degree in political sciences, social sciences, economics, sociology, food security, nutrition, sustainable agriculture (including livestock, forestry, and fisheries), or related field.
- Experience: Five years of relevant experience in policy advice and public analysis relating to social protection, poverty eradication, food and nutrition security, agriculture, rural development, and monitoring and evaluation of policies and programmes.
- Languages: Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian, or Spanish).

Technical/Functional Skills
- Work experience in more than one location or area of work, particularly in field positions, is desirable.
- Experience in policy analysis and advice relating to social protection, poverty eradication, food and nutrition security, sustainable agriculture, and rural development.
- Experience in working with inter-governmental bodies and multidisciplinary teams.
