Phytosanitary Capacity Evaluation Expert - FAO Ethiopia
Organizational Setting

This position is based in the FAO Ethiopia Country Office.
Reporting Lines
The Phytosanitary Capacity Evaluation Expert will work under:
- Overall supervision and guidance of the FAO Representation (FAOR) in Ethiopia
- Direct supervision of the FAO Subregional Office for Eastern Africa (SFE) Crops Team Leader
Technical Focus
Assess the phytosanitary system of Ethiopia through phytosanitary capacity evaluation (PCE) by using the International Plant Protection Convention (IPPC) tools.
Tasks and Responsibilities
By end of March 2025, the evaluation of all modules and generation of respective strategic plans will be finalized. To develop fundable projects for submission to STDF and other development partners, the following tasks should be accomplished:

Work with the National IPM Expert, International PCE Expert and EAA designated PCE technical team to:
- Validate generated strategic plans through meetings and consolidate into a single country plan
- Develop draft STDF-format project proposal based on PCE-identified needs
- Develop mega project proposal document for other development partners
- Facilitate expert reviews of both project proposals
- Incorporate review workshop comments into final proposals
- Finalize both project proposal documents
- Present documents to selected experts for final review
- Submit final versions to FAOR
- Produce terminal report of entire PCE process

Candidate Requirements
Minimum Requirements
- Advanced university degree in plant pathology/entomology/weed science
- 5 years relevant experience in plant quarantine
- Working knowledge (level C) of English and Amharic
- National of Ethiopia or resident with valid work permit

- Relevant experience in plant quarantine service
