About KOICA
The Korea International Cooperation Agency (KOICA) Ethiopia Office is a government agency dedicated to implementing Korea’s Official Development Assistance (ODA). Its mission is to enhance the effectiveness of Korea’s grant aid programs by delivering technical cooperation and development assistance to partner countries. KOICA Ethiopia Office collaborates primarily with the Government of Ethiopia, international organizations, and NGOs, implementing projects, providing capacity-building programs, and dispatching Korean volunteers and advisors to local institutions.
Functional Responsibilities
Financial Tasks
- Assist the Financial Manager in financial reporting.
- Process VAT refunds and liaise with tax authorities, ensuring transparency in claims.
- Follow up on outstanding refunds, false claims, and unclaimed refunds.
- Assist in processing bank transfers and ensure smooth execution.
- Prepare and manage transfer receipts, ensuring proper filing and scanning.
- Manage the office’s USD and ETB accounts, tracking and balancing funds.
- Assist in reviewing and finalizing monthly financial settlements for accuracy.
- Liaise with the designated office bank regarding banking procedures and benefits.
- Undertake other finance-related responsibilities as assigned.
Administrative Tasks
- Office Supplies Management & Procurement: Oversee supply acquisition, collect vendor documents (quotations, receipts), and ensure timely purchases.
- HR Administrative Support: Assist in HR administration to ensure smooth operations and policy compliance.
- Office Vehicle Management: Administer office vehicles, manage fuel cards, monitor usage via log sheets, and ensure maintenance compliance.
- Staff Telecom Management: Oversee telecom services, process monthly payments to Ethio Telecom, and maintain service provider communication.
Contract & Compensation
- Contract Type: Fixed Term Appointment (renewable annually based on performance).
- Probation Period: 60 days (90% of base salary paid during probation).
- Base Monthly Salary: US $500 (final offer based on experience, performance, and alignment with KOICA’s compensation framework).

Requirements
- Education: Bachelor’s degree in finance, accounting, or related fields.
- Experience: Minimum 2 years in related roles, preferably in an international organization.
- Languages: Full professional fluency in English (written/oral); Korean proficiency is an advantage.
- Skills:
- Experience in finance, Ethiopian tax law, and VAT refund procedures.
- Proficiency in Microsoft Office.
- Strong management, communication, and interpersonal skills.
- Ability to prioritize tasks and work independently/proactively.
- Integrity and alignment with KOICA’s ethical standards.
- Familiarity with KOICA or donor-funded organizations is a plus.
- Experience with government partners/regulatory bodies.
- CPA or equivalent certification is an advantage.
- AI utilization knowledge/experience.
